Background:*SIPAR is a non profit, non religious and non political French NGO, managed by a Cambodian team, working in Cambodia since 24 years in the field of education in close partnership with State Institutions and communities.
SIPAR’s goal is to open doors on to the world through the pleasure of reading. Our project is to get children, young people and adults on the road towards knowledge, the first step in the fight against illiteracy and poverty, through three main programs: School libraries, Reading For All and Books Publishing in Khmer.
We are currently seeking to fulfill the role of Mobile Libraries Unit Coordinator, within the Reading For All program, to be based in Phnom Penh with some travels to provinces.
Position Summary:

  • Coordinate a team of more than 10 mobile librarians and local volunteers
  • Organize and conduct monthly and technical meetings, planning of activities, monitoring of activities implemented by mobile librarians
  • Participate to the cataloguing of documents into the specialized software
  • Generate ideas and participate in developing reading and educational activities, specially using new technologies, and in selecting new documents and equipment.
  • Collaborate with the other project officers to elaborate and conduct joined activities and trainings (School Library program, Youth Club Program, Libraries in garment factories)

Qualifications & Experiences:

  • A Cambodian national
  • University Degree in social science, management, literature or equivalent
  • At least two years of experience in education sector as a team leader with NGO or in school/Educational Institution
  • Able to manage stress and pressure from the team, to develop team building and positive relationship among the members and with the other stakeholders
  • Strong experience and skills in ICT (both computer & digital tools)
  • Interested by books and reading development in the Cambodian society
  • Strong organizational capacities, familiar with the use of logframe, planning and reporting
  • Creativity, accountability, sense of initiative, able to analyze situations and to generate solutions.
  • Fluent in Khmer and English both written and oral, French is an asset
