Wathnakpheap (WP) is an independent local Cambodian NGO and is non-political and not-for-profit. It aims to improve the quality of life and livelihoods of disadvantaged children, women, and poor families. Currently, WP has received fund from ChildFund Australia to implement Community Led Child Nutrition Project. The project is designed based on the ‘Positive Deviance/Hearth’ approach. WP is seeking a qualified and experienced consultant to lead in the design and implementation of the Positive Deviance Inquiry, and the design of, and training for local stakeholders on, the Hearth rehabilitation program.
The consultancy is for a period of 40 days during October – December 2016 and based in Kratie Town with field work to be conducted in Chhloung District, Kratie Province, Cambodia.
Purpose of Assignment
The consultant will lead on the process of the Positive Deviance Inquiry (PDI) and development of the Hearth program. Specifically, the consultant will:

  • Advise on the selection of community members to be involved in conducting the PDI in each village
  • Facilitate the identification of Positive Deviant (PD) and Non-Positive Deviant (NPD) families in each village
  • Train stakeholders involved in the PDI, as well as project staff, on the positive deviance approach and the process of the Inquiry, including how to conduct interviews and*observations of PD and NPD families
  • Work with PDI teams and project staff to analyse the findings from the interviews and observations and document the key successful and poor feeding, caring, and health*seeking practices
  • Advise on the development of the Hearth program schedule, logistics and protocols
  • Design the Hearth program menu that incorporates PD foods identified from the Inquiry and that meets the nutritional needs to rehabilitate malnourished children
  • Design the Hearth program curriculum, with support available from the Behaviour Change Communication (BCC) Consultant on the appropriate educational mediums and*forms of messaging best suited to adult learning
  • Train stakeholders involved in conducting the Hearth program on the design of the program and how to conduct Hearth sessions, as well as monitor progress
  • Develop and finalise the trainer’s kit for staff to replicate the training afterward. The kit should include trainer’s manual, participants’ handout and short video.

Required Experience & Qualifications: It is required that the consultant have experience with the Positive Deviance/Hearth approach, and has previously conducted a Positive
