Wathnakpheap (WP) is an independent local Cambodian NGO and is non-political and not-for-profit. It aims to improve the quality of life and livelihoods of disadvantaged*children, women, and poor families. Currently, WP has received fund from ChildFund Australia to implement Community Led Child Nutrition Project. The project includes a*behaviour change communication (BCC) component, with a planned campaign of activities aimed to change the feeding, caring, and health-seeking practices of parents and*caregivers of children aged 0-5.*
WP is looking to contract a qualified and experienced BCC Consultant to conduct the research and lead in developing the BCC campaign strategy based on the findings. The consultancy is for a period of 31 days during October – December 2016 and based in Kratie Town with field work to be conducted in Chhloung District, Kratie Province, Cambodia.
Purpose of Assignment
The consultant will conduct research in the target communities and develop the BCC campaign strategy based on the findings. Specifically, the consultant will:

  • Identify key stakeholders within target communities who a) should be involved in conducting BCC activities, and b) to who BCC activities should be targeted
  • Identify the perceptions, attitudes, and behaviours of key stakeholders in regards to feeding, caring, and health-seeking practices for children aged 0-5
  • Identify the motivations and needs of key stakeholders in regards to feeding, caring, and health-seeking practices for children aged 0-5
  • Identify the most appropriate messages and forms of communication for each of the identified stakeholder groups
  • Design a set of activities to communicate to key stakeholders the messages identified above (including costings)
  • Develop and test, or source and test for local relevance, any materials required for the activities designed above (e.g. posters, brochures, etc.).
  • Work with project staff to develop approach to measure the effectiveness of BCC campaign methods Support a similarly engaged ‘Positive Deviance’ Consultant to design the communication materials and forms of messaging to be used for a malnutrition rehabilitation program (see below)Required Experience & Qualifications

It is required that the consultant have experience with Behaviour Change Communication for nutritional programming, including conducting behaviour change research and developing BCC methodologies.
