“Short-term National and International Consultants for Evaluating Capacity Development in the IP3”
Cambodia is in the midst of a long-term reform of its local government system. There are three tiers of Sub-National Administration (SNA) in Cambodia, including 25 Provinces and the Capital, 197 Districts, Municipalities and Khan, and 1,633 Communes and Sangkat. The decentralization and deconcentration (D&D) process began in earnest in 2002, with the creation and strengthening of Communes and Sangkat. In June 2005, the Strategic Framework for D&D Reforms outlined a comprehensive policy for sub-national democratic development, which was translated into the Organic Law in 2008. The Organic Law focuses on the two highest tiers of SNA. In May 2010, the National Program for Sub-National Democratic Development (NP-SNDD, 2010-2019) was approved, providing a roadmap for the implementation of these reforms.
The National Committee for Sub-National Democratic Development (NCDD) is the inter-ministerial mechanism for promoting democratic development and for coordinating and making key political decisions about Cambodia’s D&D reforms. To support the NCDD Evaluating CD in the IP3, the NCDD Secretariat is seeking qualified short term National and International Consultant to evaluate capacity development in the IP3 for period of 7 weeks.
A.* One International Consultant for 35 working days (start October 2016), having

  • At least a master’s degree in public administration, law, international relations, political science, social sciences, development studies, education or equivalent
  • At least 10 years’ experience in capacity development
  • Extensive experience as a team leader
  • Developing training and CD programs
  • Design of evaluation methodologies, and implementation of evaluations in the area of CD
  • Demonstrated drafting skills in English, proven through submission of sample work
  • Excellent facilitation and communication skills, proven through prior experiences of workshop and/or conference facilitations
  • Demonstrated sensitivity and attention to issues of gender
  • Prior experience in Southeast Asia and Cambodia in particular, will be an advantage
  • Prior experience in decentralization, deconcentration, local governance, will be an advantage

B.* One national Consultant for 35 working days (start October 2016), having

  • At least a master’s degree
  • At least 4 years’ experience in designing and providing CD in Cambodia
  • Prior experience working on a consulting team in at least 2 cases
  • Prior experience evaluating CD
  • English and Khmer fluency, as demonstrated through submission of 1 sample report
  • Extensive experience doing field work; interviewing; collecting data and reporting result
  • Prior experience in local government reform in Cambodia
  • Knowledge and experience in mainstreaming gender in the design, implementation or assessment of CD
