Save the Children is looking for a qualified and motivated consultant to conduct a Baseline Survey for the project “Model Safe Schools: Building a Child-Centred Response*to Climate Change and Disasters in Kampong Chhnang, Cambodia”.
The overall objective of the project is to contribute to strengthening resilience to climate change and disasters and ensuring access to safe, disaster resilient schools for children living in the most remote rural communities in Cambodia. The project aims to ensure that children lead and benefit from an integrated approach to Disaster Risk*Reduction/Climate Change Adaptation (DRR/CCA) through the*creation of six Model Safe Schools in Kampong Chhnang. There are two results under this project: Result 1: Children in the most vulnerable schools actively participate in establishing safe and resilient school communities together with their parents, teachers, school management and local authorities, and Result 2:* The Ministry of Education, Youth and Sport establishes a Disaster Management (DM) mechanism*supported by School Disaster Management policies and tools.
Objectives of the consultancy:

  • To determine the qualitative and quantitative baseline data of the project against the expected outputs, outcomes and indicators as outlined in the results framework;
  • To gather baseline data to guide project implementation, reporting and documentation of project achievements; and
  • To generate documentation and research for advocacy and knowledge management purposes.

Required qualifications:

  • At least 3 years of experience of baseline project
  • Personnel with research experience in Humanitarian, DRR, CCA;
  • Demonstrated expertise in conducting large-scale household surveys (including expertise in quantitative methodology, survey research, quality control and complex survey data analysis);
  • Demonstrated technical expertise, and experience to design and deploy Computer-Assisted Personal Interviewing;
  • Demonstrated analytical capacity; including using of Stata, SPSS, Economic Analysis;
  • Quality previous baseline or evaluation report (evidenced from last 3 years).
