A Cambodian dissident living in the U.S. whose activities have led to the arrests of seven people since last month said he was traveling to the Thai-Cambodian border to meet with fellow ac*tivists and would enter the country “to lead my people[’s] fight for freedom.” Local authorities said they would arrest Sourn Serey Ratha—who has been charged with incitement for advocating an Arab Spring-style uprising against Prime Minister Hun Sen—if he returned. Though Mr. Serey Ratha and his Khmer People Power Movement (KPPM) denounce the use of violence to achieve their aims, the government has labeled them terrorists.
